In most cases, amendments to House bills contain the number that is assigned by the House Clerk for the purposes of floor actions and votes, but not all of them. For example, H.AMDT. 261 (amending HR3219) appears to be known by the Clerk as No. 12, but that information is not contained anywhere in the GPO XML that I can find.

This prevents the programmatic identification of amendments and the House votes on them.
