GPO mods (TXT, PDF, Detail); Congress.gov (TXT, PDF)

It should be listed as S.Res. 780, as it is in the title, but the 0 got dropped and it's listed as S.Res. 78 in the mods meta data and the text heading.

@TimTCM - I have updated the MODS metadata for the headerline and other references and notified the proper team to perform the text correction.
