[REQUEST] Add error message when webservice down/not able to fetch codes

Is your feature request related to a problem? Please describe.
When the webservice is down, table 0396 is empty in IGs in IGAMT-2. That is confusing for users.

Describe the solution you'd like
Would be nice to add a informative message (or error message) that let's the user know that the values could not be fetched from the vocabulary service, instead of showing an empty table.
