[BUG] IGAMT exporting length for a complex element in XML

Describe the bug
The XML file I exported includes a length (min and max) for a complex element. In the UI I removed the length, but it is still exported.

To Reproduce
Steps to reproduce the behavior:

1. Go to the IG provided, look at OBX-8
2. Export XML and look at the OBX-8 in the XML

Expected behavior

1. Length that are deleted should not be exported
2. Complex elements should not have a length anyway
