Describe the bug
The Target path for ValueSetBindings is incorrectly generated foe bindings defined at a higher level.

To Reproduce
Steps to reproduce the behavior:

  1. Export XML
  2. Open ValueSetBindings.xml
  3. Search for "PHVS_UniversalIDType_SyndromicSurveillance_2"

Expected behavior
This should fail schema validation.
IGAMT should generate the correct path.
