feat: anomaly_notification resource supports recipients_channel but vantage_report_notification resource does not

I'd like to send weekly reports to a slack channel. It'd be great to be able to configure this via terraform. At the moment, only the anomaly_notification resource supports recipients_channel. It'd be great if vantage_report_notification did too.
