Deployment is stopped by a subsequent commit that is ignored by Ignore Build Step feature #2431

Steps to reproduce:
1- Create a commit that triggers a deployment.
2- Create a new commit that should not trigger a deployment as per the Ignore Build Step feature, while the deployment above is running.
3- Notice that the deployment is canceled due to a new commit arriving, even though this new commit won't trigger a new deployment.
Expected:
The deployment is not stopped since the new commit will never trigger a new deployment.
Actual:
The deployment is stopped, and the app is left outdated.
