[Feature Request]: Set up a probot/github bot

Feature Description

Set Up Probot (or use GitHub Actions):
Use Probot to create a bot that listens to specific GitHub events (like when an issue is created or someone is assigned or when someone creates a PR).

Bot Functionality:

• When an issue is raised: Automatically reply with a message acknowledging the issue and suggesting any additional steps or thanking the user for their input.
• When someone is assigned an issue: Send a reply with the rules for making a Pull Request (PR) and any specific guidelines for contributing.

Use Case

How It Works:

1. When an issue is created: The bot automatically replies with a thank-you message.
2. When an issue is assigned: The bot sends the rules for making a PR.

Benefits

This ensures the contributor follows the rules for creating a PR and set of instructions for the contributor who's assigned to a particular issue
