TV App Development

I went to the Samsung store to buy Samsung smart tv for the tv app development, but I couldn’t find the develop mode option, what is the problem?
note:
I know that there is a page to teach you how to enable the developer mode, but I didn't see the Smart Hub option.
do I need to be authenticated via a Samsung dev account before?

Hey! What instruction you used to enable dev mode?

I didn't try. I think it's easy to create account in Samsung, log-in on TV and try enable dev mode again.
