Add an option to pin Clip Skip to the top bar

I suggest adding/fixing an option in quick settings to pin Clip Skip to the top bar.

I see this option in quick settings called "CLIP_stop_at_last_layers", but when I add it, Clip Skip does not pin to the top bar.

It is already in the main page, why do we need it at the top?
And clip skip is pretty much specific to the leaked sd 1.4 novelai model. It should be left at the default for anything other than novelai based models.
