Please describe your problem in detail

1.volcano-scheduler-configmap 调度配置文件中，plugin的先后顺序不一样，会导致最终调度不一样吗？
2.调度配置文件中，为什么plugins有多个，它跟只有一个效果是一样的吗？
3.调度配置文件中，可以设置多个应对不同场景的调度策略，然后我在创建job的使用分别使用不同的调度策略，可以这样做吗？

The order of plugins just affect the preemption and reclaim result in preempt case and has no affection of allocate.
Currently the scheduler config is a global one and no multi configurations for different jobs, would you like to support more deatils about your case and we can discuss further?

1. plugin顺序对调度结果影响较小，可能影响调度先后顺序，比如priority和drf配置顺序不一样。
2. 不同的插件从不同层面实现相同的目标，比如比较优先级，drf考虑的是资源占用，priority考虑的设置的优先级。多个插件的生效可能是或/与关系，比如：如果一个插件能比较出结果，就不会调用其他插件；或者要每一个插件条件都成立最终条件才成立。
