memcg_qos_enable and sched_prio_load_balance_enabled No such file or directory #3943

Please describe your problem in detail

when i deployed volcano-agent service,it can not start, log shows:
[2024-12-31 01:22:50] Start to enable memory qos enable
[2024-12-31 01:22:50] Enable memory cgroup qos failed, file(/host/proc/sys/vm/memcg_qos_enable) does not existed
[2024-12-31 01:22:50] Start to enable cpu load balance
[2024-12-31 01:22:50] Enable cpu load balance failed, file(/host/proc/sys/kernel/sched_prio_load_balance_enabled) does not existed

And I can not find them on my host. Where are they? How to fix this problem? Thks

Any other relevant information

OS: ubuntu 20.04 and rocky 8.8
k8s version: 1.28
volcano-agent version: latest
