If there are multiple errors the user must find and fix them individually when submitting a tool.

Ideally, all errors should be reported at once.

We are currently only using validation as it is built in to the browser.

Agreed grouping errors would be ideal and addresses accessibility and usability needs. It would require significant time to build.

I think that might be a necessary investment of time but I am sure you will be discussing it.
