Review requirements.txt and replace chardet

in the past this was charset-normalizer, which is a more modern encoding library system.
I suggest that chardet be replaced by charset-normalizer.

Thank you for information! Just removed chardet. Charset-normalizer is installed automatically by pip as a sub-dependency.

That is interesting. I did not know that, it used to be in the pip installs listing, and I do it as a matter of course.
