How do we address 3-hrly (or more granular) precipitation totals in graphical form? #2135

User story: I want to be able to view precipitation graphs in sub-6-hrly increments on a mobile device.

Some Alaska sites are using 3-hrly precipitation totals. These have overlapping values in mobile and are difficult to read. Also, the x axis has sparse ticks in order to not overlap.

How might we be able to visualize these sub-6hrly precipitation totals on a graph better?
