Does Rspack need to support non-UTF8 path

I just know that cargo and rust-analyzer doesn't support non-utf8 path, should rspack support non-utf8 path?
I'm even not sure whether Rspack | Webpack support non-UTF8 path right now, since we don't have any tests about it
