Move all i18n strings out of the _config.yml to have them in _data/i18n,yml once jekyll-remote-theme release support for fetching _data folder.

gcweb-jekyll uses a liquid file for setting i18n strings since the GCWeb re-org wet-boew/GCWeb#1784
