Implement internationalisation for interface, strings etc.

Possibly a pre requisite for core WM work.

Probably left-to-right scripts first.

Rails should be straightforward to do.
Questions about how best to pass locale to warper from commons.
Also question about existing URLS and about future API / interface designs.
