Workflow not working on PR

Hi I found that this workflow will be not working (run successfully but no reviewers added.) when submitting a PR from a fork to original.

refer this PR: TaleWorlds/Documentations#17

I tried to start a PR from YiGu-Studio/Documentations one branch to TaleWorlds/Documentations master branch.

Here is the screenshot for the workflow job.
