Improve permission extraction from the roles

Description

From a recent improvement, the permission extractions was devided into two operations[1] since now the sub organizations can also manage it's own roles. However we can improve this implementation by checking whether the request comes from a sub organization and then devide the full role list to shared and not shared list to extract the permissions.

This task is to track down the improvement.
