The viewer currently inconsistently deals with datasets that lack a time dimension. The UI, UX, and functionality should improve for such datasets:

Time-series panel should be disabled and show a message
Statistics panel should no longer require a selected time.
New info box (Show a cube's pixel information while hovering over map #404) should no longer require a selected time.

Concerned xcube server endpoints should be fixed accordingly.
