Status monitor quiet times

We have some real-world cases where a monitor reliably trips at a particular time of day, when the business day rolls or some service is being repopulated. Results in a regular amount of email/IM monitor alert noise.

@lbwexler this could be a good smaller project for us to take on, in terms of incremental improvements we can queue up.

We could also edit/extend this - or add another ticket - to "snooze" status monitors for a given period of time. I think that would be even more useful in our current real-world use cases.
