Support belowmincolor and abovemaxcolor query params for GetMap

In line with ncwms support specifying a color for data that is above the maximum of the colorscalerange or below the minimum of the colorscalerange. In addition to a color string, also support extend which does what the GetMap does currently when data falls outside the range, just colors it as it would the max or min value
