Flag Emails are sent only for the Forum / Topic / Answer / Comment created by Admin and the first simple user who creates them also

Preconditions: Have the mail sending configured (http://extensions.xwiki.org/xwiki/bin/view/Extension/Mail%20Application ) and also, in XWIki Preferences, go to edit mode ( http://localhost:8080/xwiki/bin/edit/XWiki/XWikiPreferences), then Edit Objects, under Objects of type XWiki.XWikiPreferences open the Object and add an email address to Admin email.

Steps to reproduce:

1. Log in as Admin
2. Create a Forum / Topic / Answer / Comment
3. Log in as a simple user eg. user01
4. Create a Forum / Topic / Answer / Comment
5. Log in as a simple user eg. user02
6. Create a Forum / Topic / Answer / Comment
7. Log in as a simple user eg. user03
8. Create a Forum / Topic / Answer / Comment
9. With each user Flag all the Forums / Topics / Answers / Comments

Expected results: Admin and users are able to Flag all Forums / Topics / Answers / Comments with an email being sent.

Actual results: All the flags are working and they are stored in the Flag List (Administration > Other > Forums) but the Emails for the flags are only sent for the Forum / Topic / Answer / Comment created by Admin and the first user.

NOTE: This seems to be something related to the users as I've added a Topic / Answer / Comment with Admin / user01 in a forum created by another user and the Flags Emails were working properly. When I've added Topic / Answer / Comment with user02 or user03 in the Forums created by Admin and user01 the Email Flags didn't work.

Environment: Windows 10, XWiki 10.11.2 Standard Version, Edge 18
