Permalinks sent to first time users on wiki should have the Tour hidden/disabled

Preconditions: Have a forum with topic, answers and comments created

Steps to reproduce:

1. Log in as Admin or simple user
2. Copy a Permalink from a Topic / Answer / Comment
3. Open a Private Window with another browser (to act as a user that has not accessed the wiki before and is sent the link to a specific part)
4. Paste the link and access it

Expected results: The user can see the exact part he is sent.

Actual results: Because the user has not accessed the wiki before, when he accesses the link, he sees that specific part for 3-4 seconds then the Tour App appears and the user is redirected to the top part of the Topic page.

Environment: Windows 10, XWiki 10.11.2 Standard Version, Edge 18
