AI is the only available recipient of the "send admin message" command, could be due to the PDA update? Noticed it around that time.

Reproduction

1. Spawn as Syndicate Comms Agent
2. Connect to station communications server on message monitor console.
3. Attempt to send admin message.

press message in the right corner then it should give you an option to login to admim
