Lager pre-formatted messages don't map to Airbrake schema #1

Apparently Airbrake uses classifiers to reduce duplicates. Their XML schema allows "class", "message", "backtrace". Lager logs preformatted messages which makes it hard to find a reliable way to fill the "class" and other fields.

Ensure set_env value is always applied

By loading application before calling set_env we ensure set_env will always work.
