edit_predictions_disabled_in with comment included is not preventing copilot from trying to predict comments

Steps to trigger the problem:

1. add comment to `edit_predictions_disabled_in (per docs)
2. turn on copilot
3. start writing a comment
4. see copilot try to finish the comment
