according to

rust-ffmpeg-sys/build.rs

Line 645 in a13516c

format!("/usr/include/{}", header)

,if you have multi version ffmpeg install on your system,build.rs only search /usr/include/ as default,but archlinux use /usr/include/ffmpeg4.4/ for the header files
