equivalent of InputFile->rate_emu

I'd like to read a file from disk and stream it over RTP, which means it needs to be read at its native rate rather than as fast as possible.

With ffmpeg command line this means using the -re flag, which sets InputFile->rate_emu = 1 in ffmpeg. Is there an equivalent with this crate?
