Describe the bug

Edit Attributes Webview "Apply Changes" button misbehavior the button is active when changes come from host using the "Refresh" button because the local & fetched are different even with passing allowUpdate: false

To Reproduce

Expected behavior

"Apply Changes" button should not be active, similar to if users make changes in webview locally and click "Refresh" to clear the changes reverting the view back to the files original attributes state.
