Moving to AMA.

This PR fixes/adds/changes/removes

1. Removes legacy solutions
2. Adds VM Insights (AMA)
3. Adds User Assigned Managed Identity for AMA agent
4. Adds Data collection rule for VM Insights
5. Adds Data collection rule for Change Tracking
6. Adds Change Tracking (AMA)
7. Adds Azure Update Management
