fix: ALZ Portal ARG query drop downs not working

Overview/Summary

A regression was introduced by the Portal PG to the customUiDefinition experience which broke queries to ARG. This PR adds a fix to address the regression instead of waiting for a PG hotfix

This PR fixes/adds/changes/removes

1. Fixes Azure Portal Deployment no subscriptions available #1888
2. Minor formatting
