[🐞 EXTRACT] Apply Page Selector toolbar to extraction review page

Apply Page Selector toolbar across all workflows where we are displaying uploaded files. The new Page Selector toolbar is currently only available during the Template Creation workflow.

@knguyenrise8 I have added this ticket to this sprint which I believe was a simple oversight of the implementation of the page selector with the assumption that it is a simple change. Please let me know if that is not a correct assumption and we can remove it from the sprint.
