Currently, we only have a way to read text via OCR from forms. In this spike, research a way to interpret form checkboxes and radio buttons

examples:

Acceptance Criteria

Propose a reliable way to interpret the data from handwritten or scanned computer filled
Propose changes to labels.json to codify multiple choice questions
Please write up a spike doc and save it to the drive and present the findings either in slack or as a techtalk in the dev sync meeting.
