SPIKE: Research automatic segmentation template generation

Creating a segmentation template is a manual and time consuming process, research ways to automate the segmentation while keeping the labeling manual. Partial automation is also acceptable.
the goal is to figure out if this process is scalable for lots of forms.

Acceptance Criteria
Please write up a spike doc and save it to the drive and present the findings either in slack or as a techtalk in the dev sync meeting.
