E.g.:

Assume that there is some constant uptake among mothers of children born during the whole simulation period
Account for the time-sensitivity of when vaccination occurred: assume the same delay between vaccination and birth for all mothers
Maternal vaccination is only relevant for some new births (i.e., first season children born at most some time before season start)
