Added microservice for career feature.
Created the micro service in Python using Flask and then deployed it using gcloud CLI.

URL of the deployed microservice: https://career-service-kev265hxta-de.a.run.app/api

I see that new files with recruiter login and career tab are in this PR as well. Misroservice seems to be implemented properly. Thanks, merging.
