Initial release of the viewer configuration service, which is a wrapper API which aggregates services from multiple sources. For example, a future GeoView Configuration Service (GCS) and the existing Reuseable Accessible Mapping Service (RAMP) Configuration Service (RCS).

Note that versioning is based on the overall geo.ca release which can be found in the geocore and geo.ca project repositories.
