Upstream merge 0.100.x

Canva-specific changes:

  • Removed customisations to compression in awskinesisexporter due to fixes in upstream. Note: Will need a follow up to move to 0.101.x due to this bugfix.

  • After the merge, there were a bunch of leftover changes in the diff between the merged commit and the upstream. Not sure why this was, but added an extra commit to fix them up so the only diff is the Canva Multi Receiver TestBed

In the past, X-Ray doesn’t support “.”. So we have a translator in x-ray

translator that translate "." to "" is no-longer needed. This PR change
the way this translator work | X-Ray PMs agree on rolling out this
change by using feature-gate

Minor fix to update ec2 scraper to apply successfully extracted ec2
attributes (instanceId, cloud region, etc..) even when describeTags
return an error (likely due to permissions). Currently if tags are not
able to be extracted, Detect returns an err and detectResource does not
apply the remaining attributes.

Enable `goleak` checks in the `internal/udppoller` package of the AWS
X-Ray receiver to help ensure no goroutines are being leaked. This is a

reflecting this for the unit tests. Updated the tests to reflect this.

Discard counter span metric exemplars after flushing to avoid unbounded
memory growth when exemplars are enabled.

This is needed because open-telemetry#28671 added exemplars to counter span metrics,
but they are not removed after each flush interval like they are for
histogram span metrics.

Note: this may change behaviour if using the undocumented
`exemplars.max_per_data_point` configuration option, since exemplars
would no longer be accumulated up until that count. However, i'm unclear
on the value of that feature since there's no mechanism to replace old
exemplars with newer ones once the maximum is reached. Maybe a follow-up
enhancement is only discarding exemplars once the maximum is reached, or
using a circular buffer to replace them. That could be useful for
pull-based exporters like `prometheusexporter`, as retaining exemplars
for longer would decrease the chance of them getting discarded before
being scraped.

* Allows the process to monitor a passed in ppid, which should be the
parent process ID for the collector. When the parent process ID exits,
the extension emits a fatal error event, which triggers a collector
shutdown.

this issue because the supervisor still needs changes to pass the its
PID in.

**Testing:**
Added some unit tests.

I've manually tested it on my macbook with this PR:
observIQ#4715
(running supervisor, kill -9 the supervisor, and take a look at the
agent logs to see it shut down).

I've tried testing this out on Windows, but the supervisor doesn't get
past bootstrapping (the Commander's Stop function does not work on
windows), so I wasn't able to fully test it.

LGTM,
I don't care that much about the testbed changes and removed tests. Currently, it only impacts running tests and not the actual execution of the collector. Our testbed tests are already kinda broken. We should switch back to the upstream version.
