Fix equals-pattern-matching regal lint issue

This PR refactors instances where equality checks (==) were used with values that could be better handled by pattern matching. These changes improve consistency and readability while adhering to Rego's best practices, ensuring that pattern matching is used appropriately for value comparisons.

Reason for Proposed Changes

• Ensure compliance with Regal Linter's equals-pattern-matching rule;
• Improve readability and correctness by replacing equality checks with pattern matching, which is more idiomatic in Rego;
• Align with Rego best practices for value comparisons, enhancing maintainability.

Proposed Changes

• Replace equality checks with pattern matching for better clarity and idiomatic code;
• Ensure all affected files pass Regal Linter without equals-pattern-matching warnings.
