JEI not showing recipes on MP

Describe the Bug

JEI doesn't show Create recipes on MP but does on Singleplayer.

Reproduction Steps

1.Launch Minecraft
2.Join Server
3.Open inventory
4.Type @create on JEI search bar/Look for Create items on JEI pages
...

Expected Result

JEI shows Create Recipes when @create is typed

Additional Context

It shows uses correctly if [U] is pressed on an item that has Create recipes, example: Iron bar.
All Create items are still craftable and everything works perfectly with the mod, the problem is only with JEI not showing it's recipes.
Temporary fix is joining a Singleplayer world, pressing [R] on a Create recipe and then join MP server.
This only happens with Create, as it shows all it's addons recipes.

Embeddium and Oculus were removed since they caused visual bugs with Create (Expected, was just testing it), but that was not the problem since my friend does not have those mods on his modpack and still can't see Create recipes on JEI.
Another temporary fix is restarting the server until it shows the recipes. Unlike joining singleplayer temporary fix, once the server is restarted and it does show the recipes, it wont stop showing them mid-game, so it seems the problem is when the server is launched.
