CRAN version update

Updated the package to adhere to new CRAN rules on packages, changes include:

• VA_ARGS changes to be compatible with variadic macros
• R_registerRoutines
• R_useDynamicSymbols

Other minor changes include updates to the correlation routine in C to handle missing values, and fixes to the standalone C code
