feat: device hot-reload, tools-relative adb, auto port bind

Fixes a number of issues:

• Device hot-reloading for iOS/Android Make it possible to connect to the dev server on a physical Android device (dx serve) #3444
• Binds to non-8080 if no port is specified and 8080 is busy Automatically use a different port if port 8080 is in use #1945
• Binds to 0.0.0.0 instead of 127.0.0.1
• Uses the proper adb from platform-tools instead of just yolo-ing "adb"
• Fixes dx serve does not build if the process is backgrounded #3522 backgrounded issue
• Fixes tauri not work with dioxus #3452
• Pass contexts to mobile init bug: LaunchBuilder contexts not used on mobile #3353
• Pressing "clear" shoves the frame all the way down.
• Issues with trimming fixes Log output missing last character #3554
• Issues with weird extra lines / line breaks
• Screen size for iPadOS IPad rendering a mobile screen #3538

Attempted and failed to get code-signing working. My old prototype doesn't work anymore.

This might get us close to polishing the number of CLI bugs I'm currently aware of.
