[Feature Request] Per form and action app closing/archiving rules

Context

The usage of Reject button on some application forms is resulting in an unnecessary inability to fix minor issue and re-apply.

Describe the feature you have in mind

We need change the app closing process to differ based upon form and action, and add per form per action rules for closing and archiving.

Additional context

We should consider either changing the model rules to allow a closed_on date without STATUS_CLOSED and set that date as the expected close time, or add a new datetime field that determines when the close task should close the app.
