This PR is needed for GEOS-ESM/GEOSgcm#877 for the effort to remove MAM, MATRIX, CARMA, GAAS, and ACHEM to separate repos. It also needs GEOS-ESM/GEOSgcm_App#686
Of course, this can only be taken in concert with changes to GEOSgcm to clone the new repos.
NOTE: Because of #290, we will need to make sure the CARMA version is correct so that it matches up. This is because this PR was based on
developand not onmainso #290 was already there.
