Remove ExtData.rc files. #267

We currently have both ExtData.rc and ExtData.yaml files. Since yaml is the standard going forward, let's delete the old ExtData.rc files. Search for all 'ExtData.rc' files in GOCART and remove them. You may need also to do the same in AChem (parallel to GOCART).
