show them in a seperate popup not directly nex tto the layer selector leaves more room for more metadata info and potentialy more information and makes it easily accessible

What does this PR do?
Adds more metadata to the layer information.
Realigns the metadata info window. (Now centered and visible on click)
Removes Worldbank as the Layer Source from all layers except Poverty Layer.
