fix GTNewHorizons/GT-New-Horizons-Modpack#15716
moderators are now applied only when it would do anything. Additionally, the check is now only performed once per second OR when it's about to ruin the product. There are some edge cases that would lead to the ceiling detection to fail, but IMO it's fairly rare (as long as your design is correct you should never run into this situation, or use moderators at all) and the tradeoff between mspt and edge case failing is worth it.
