Working version of Prombench with Cloud Build. Differences between upstream:

• Using Collector instead of upstream (OSS) Prometheus (with support for custom version).
• Using the Collector's default configurations.
• Using a larger scrape interval.
• Using NodePort for the nginx service instead of ELB.
